ช่วงศตวรรษที่ 21 มนุษย์ได้รับผลกระทบจากสภาพอากาศจนเสียพื้นที่บนโลกจ ำนวนมากไป แล้วยังปรากฏ “กองเรือแห่งหมอก” ที่ลึกลับ โจมตีจนถูกขับไล่ออกไปจากผืนน้ำ หมู่เกาะ ทวีป ต่างๆ ถูกตัดขาดออกจากกัน เวลาผ่านไป 17 ปี มนุษย์ได้คิดค้นอาวุธที่สามารถสู้กับกองเรือแห่งหมอก ได้ แต่ทว่าประเทศญี่ปุ่นที่คิดค้นนั้นไม่มีกำลังพอจะผลิ ตจำนวนมาก จึงต้องจ้างวาน กุนโซ ผู้ที่ได้ครอบครองเรือดำน้ำลาดตระเวนสีน้ำเงิน I-401 (อิ401) ที่เขาได้มาด้วยเหตุผลบางอย่าง เขาได้กลายเป็นความหวังสุดท้ายของมนุษยชาติในการต่อก รกับกองเรือปริศนาเหล่านั้น
