The Good Shepherd นำเสนอเรื่องราวของการย้อนกำเนิดซีไอเอ (Central Intelligence Agency) องค์กรสืบราชการลับของอเมริกา
ซึ่งหนึ่งในแกนนำคือเอ็ดเวิร์ด วิลสัน (แม็ทท์ เดม่อน) เข้าใจดีถึงความหมายของการรักษาความลับคือการทำสิ่งต ่างๆ ด้วยความรอบคอบ
และการปฏิบัติตนตามพันธะสัญญาต่อองค์กร เมื่อครั้งยังเป็นนักศึกษามหาวิทยาลัยเยล เขาเข้าร่วมสมาคมลับ “Skull and Bones”
อันเป็นสถานที่หล่อหลอมบรรดาผู้นำของโลกสมัยใหม่ แล้วจึงมาเข้าทำงานกับซีไอเอในยุคบุกเบิกช่วงสงครามโ ลกครั้งที่สอง ด้วยความอุทิศตน
และทุ่มเทให้กับการทำงานจนกลายมาเป็นผู้วางรากฐานการ ปฏิบัติงานของซีไอเอในช่วงสงครามเย็น แต่ขณะเดียวกันการทุ่มเทชีวิตทั้งหมด
