Empire of Sin คือเกมแนววางแผนแบบ Tactical ที่สร้างโดย John Romero นักพัฒนาเกมระดับตำนานที่ให้กำเนิดซีรีส์ DOOM โดยเกมดังกล่าวจะใช้ฉากหลังเป็นยุคการห้ามสุราในสหรั ฐฯ ของช่วงปี 1930 ซึ่งส่งผลทำให้เรตการเกิดอาชญากรรมทั่วประเทศเพิ่มขึ ้น
ตัวเกมจะให้ผู้เล่นรับบทเป็นมาเฟียที่ต้องบริหารจัดก ารแก๊ง และคุมคำสั่งลูกน้องให้ปฏิบัติภารกิจให้สำเร็จ นอกจากนี้ ด้วยระบบเกมเพลย์ที่ล้ำลึก ซับซ้อน และมีตัวเลือกต่าง ๆ มากมาย ก็ทำให้เกมมีคุณค่าที่จะกลับมาเล่นหลายรอบ
ผู้เล่นจะได้สร้างอาณาจักรของเหล่าอาชญากรในย่านของต ัวเอง โดยเริ่มจากการเก็บค่าคุ้มครอง เปิดซ่อง เปิดคาสิโน เปิดร้านเหล้า และรวบรวมเฟ้นหาคนที่จะมาเข้าแก๊ง เมื่อมีเงินและคนพร้อมก็เริ่มทำการขยายเขตการปกครองอ อกไป ซึ่งมีวิธีการที่หลากหลายขึ้นอยู่กับผู้เล่นแต่ละคน เช่น การติดสินบนตำรวจ ร่วมมือกับแก๊งอื่น หรือการบู๊ล่างผลาญกำจัดแก๊งคู่แข่งกันตรงๆไปเลย และการตัดสินใจเหล่านี้ก็จะทำให้การเล่นในแต่ละครั้ง ไม่เหมือนกันเลยแม้แต่ครั้งเดียว
พวกสถานที่ภายในเกมและอีเวนท์ต่างๆก็จะมีการอ้างอิงม าจากประวัติศาสตร์จริง พร้อมด้วยตัวละครที่จะมีการตอบสนองราวกับกำลังใช้ชีว ิตอยู่ในเมือง Chicago ยุค 1920 กันจริงๆ
