สร้างจากเรื่องจริงที่เกิดขึ้นในยุค 50 เป็นยุคที่เกมโชว์กำลังรุ่งเรือง และเกมที่ดังติดอันดับก็คือ เกม 21 เกมตอบคำถามที่จะมีผู้แข่งขัน 2 คนผลัดกันตอบคำถาม ใครทำแต้มได้ถึง 21 ก่อน ก็จะเป็นผู้ชนะและจะต้องกลับมาปกป้องตำแหน่งแชมป์ในส ัปดาห์ต่อๆ ไป จนกว่าจะถูกโค่น

แต่แล้วปรากฏว่า ดิ๊ก กู๊ดวิน (Rob Morrow) เจ้าหน้าที่รัฐได้ทำการสืบสวนรายการดังกล่าว เพราะเขาได้รับการร้องเรียนจาก เฮอร์เบิร์ต สแตมเปอร์ (John Turturro) อดีตแชมป์ที่ถูกโค่นลงโดย ชาร์ลส แวน ดอเรน (Ralph Fiennes) โดย เฮอร์เบิร์ตอ้างว่า เกม 21 นี้มีการเตี๊ยมคำตอบและมีการเตี๊ยมว่า ใครจะเป็นผู้ชนะในสัปดาห์นั้นๆ !
