ในปี 1970 คณะกรรมการอิสระต่อต้านการทุจริตของฮ่องกง (ICAC) ก่อตั้งขึ้น
เพื่อตรวจสอบบรรดาเจ้าหน้าที่บ้านเมืองที่ใช้อำนาจไป ในทางผิดกฎหมาย เจ้าหน้าที่ตำรวจ “เหลยเล่อ” (กัวฟู่เฉิง)
และ “หนานเจียง” (เหลียงเฉาเหว่ย) ซึ่งครั้งหนึ่งเคยถูกทางการกดขี่ ตัดสินใจที่จะเปลี่ยนแปลงสถานะของตนเอง
ด้วยการจับมือกันเพื่อจัดการกับระบบที่แหลกเหลวภายใน กรมตำรวจ
ในที่สุด เหลยเล่อ ก็สามารถก้าวขึ้นสู่ตำแหน่งสารวัตรใหญ่ของกรมตำรวจได ้สำเร็จ
แต่ในขณะเดียวกันการขยายอำนาจของเขาก็นำไปสู่ความขัด แย้งกันระหว่างสมาชิกใน ICAC
และเมื่อนั้นฮ่องกงก็ไม่เหมือนเดิมอีกต่อไป!!!
