เมื่อคุณแม่ยังสาว โรส (ราดาห์ มิตเชลล์) หมดหวังที่จะหาวิธีรักษาอาการป่วย กับโรคประหลาดของลูกสาว ชารอน (โจเดลล์ เฟอร์แลนด์) เธอจึงปฏิเสธที่จะเข้ารับคำแนะนำทางการแพทย์ จากสถาบันผู้ป่วยทางจิต เธอพาลูกสาวหนีไป และมุ่งหน้าสู่ Silent Hill เมืองซึ่งลูกสาวเธอเอ่ยถึงอย่างต่อเนื่องเมื่อเธอนอน หลับ แม้สามี คริสโตเฟอร์ (ฌอน บีน) จะปฏิเสธเสียงแข็ง แต่โรสก็ยังเชื่อว่าเมืองลึกลับแห่งนี้ จะทำให้เธอได้พบกับคำตอบที่เธอต้องการมาโดยตลอด

แต่ขณะที่รถของเธอเข้าใกล้เขตเมืองร้างนี้ รูปร่างลึกลับต่างปรากฏตัวบนถนน บังคับให้โรสต้องหักรถหลบแล้วก็ชน เมื่อเธอได้สติ ชารอนลูกสาวเธอได้หายไปแล้ว โรส พร้อมด้วย เจ้าหน้าที่ตำรวจไซบิล (ลอรี่ โฮลเด้น) จากเมืองใกล้เคียง จึงออกเดินทางเพื่อตามหาลูกของเธอ เห็นได้ชัดว่าจุดหมายปลายทางของเธอ ถูกทิ้งร้างตั้งแต่เกิดไฟไหม้เหมืองถ่านหินอย่างหนัก ใน Silent Hill ไม่เหมือนกับสถานที่ที่เธอเคยไป เพราะมันเต็มไปด้วยหมอก เต็มไปด้วยหลากหลายสิ่งที่แปลกๆ หลอกหลอน และถูกเอาชนะโดยความมืดที่ได้เปลี่ยนทุกอย่างไป

ขณะที่โรสกำลังค้นหาลูกสาวของเธอนั้น เธอเริ่มเรียนรู้ถึงประวัติศาสตร์ของ Silent Hill อดีตที่เต็มไปด้วยความรุนแรง และจุดกำเนิดของเมืองที่ถูกสาป และตระหนักได้ว่า ลูกสาวเธอเป็นหนึ่งส่วนของชะตากรรมอันน่ากลัว
