ประธานาธิบดีแห่งสหรัฐอเมริกา โธมัส บาร์นส์ (เดนนิส เควด) และเคนท์ เทย์เลอร์ (แมทธิว ฟ็อกซ์) คือเจ้าหน้าที่หน่วยสืบราชการลับสองคนที่ได้รับมอบหม ายให้คุ้มครองท่านประธานาธิบดีแอชตัน (วิลเลียม เฮิร์ต) ที่การประชุมเกี่ยวกับสงครามต่อต้านผู้ก่อการร้าย เมื่อประธานาธิบดีแอชตันถูกลอบยิงหลังจากการเยือนสเป นได้ไม่นาน ความชุลมุนวุ่นวายก็เกิดขึ้นตามมา และหลายชีวิตก็มาร้อยเรียงเข้าด้วยกันในการตามล่าหาต ัวมือลอบสังหาร ท่ามกลางฝูงชนคือโฮเวิร์ด ลูอิส (ฟอเรสต์ วิทเทคเกอร์) นักท่องเที่ยวชาวอเมริกัน ผู้คิดว่าเขาได้บันทึกภาพมือสังหารในแคมคอร์ดเดอร์ขอ งตัวเองระหว่างที่เขาถ่ายภาพไปฝากลูกๆ เขาที่อยู่บ้าน และที่นั่น ผู้ที่ถ่ายทอดเหตุการณ์ครั้งสำคัญในประวัติศาสตร์ให้ ผู้ชมโทรทัศน์ทั่วโลกได้รับรู้คือโปรดิวเซอร์ข่าวโทร ทัศน์ เร็กซ์ บรูคส์ (ซิเกอร์นีย์ วีฟเวอร์) ขณะที่พวกเขาและคนอื่นๆ เผยเรื่องราวของพวกเขา ชิ้นส่วนปริศนาก็เริ่มประกอบเป็นรูปเป็นร่าง และทุกอย่างก็เริ่มจะปรากฏถึงแรงจูงใจอันน่าตกตะลึงท ี่ซ่อนอยู่เบื้องลึก
