ความจงรักภักดีคืออำนาจ... ในปีค.ศ. 1917 เฉิง (โจวเหวินฟะ) เป็นผู้ชายที่ทำมาหากินสุจริต แต่ในค่ำคืนหนึ่งชีวิตของเขาก็ได้เปลี่ยนแปลงไปตลอดก าล เมื่อเขาไปมีความสัมพันธ์กับผู้หญิงของสารวัตรตำรวจ ทำให้เขาถูกยัดข้อหาและต้องไปอยู่ในคุก แต่ที่นั่นเองเขาก็ได้พบกับ เหมา เพื่อนร่วมห้องขังที่ร่วมวางแผนกันแหกคุกออกมาสำเร็จ เฉิง พบว่าการเอาตัวรอดในโลกใบนี้ สิ่งที่คุณต้องมีคืออำนาจ เขาค่อย ๆ ไต่บันไดทีละขั้น จนในที่สุดปลายทศวรรษที่ 30 เฉิง ก็กลายเจ้าพ่อที่ทุกคนนำเกรงกลัวมากที่สุดในนครเซี่ย งไฮ้ แต่อำนาจนั้นก็มาพร้อมกับราคาเสมอ เมื่อ เฉิง ต้องรับมือกับกลุ่มอำนาจใหม่ที่ท้าทายเขา การรุกรานของกองทัพจักรวรรดิญี่ปุ่น และการเมืองในประเทศที่กำลังระส่ำระส่าย
