เรื่องราวโฟกัสที่ตัวละครกลุ่มใหม่ เหตุการณ์ประมาณ 3-4 ปีจากภาค Movie ในอนาคตตอนปี 2113 เป็นสมัยที่การปกครองทางด้านการเมืองได้มีการนำเอาระ บบข้อบังคับไฮเทคที่เรียกว่า Sibyl System เข้ามาบังคับใช้กับประชากร เพื่อคาดหมายที่จะสร้างความมีเสถียรภาพและก็ระเบียบแ บบแผนสำหรับในการดำรงชีวิตที่ให้กับพสกนิกรในสังคม แม้กระนั้น ด้วยข้อบังคับฉบับนี้ของ Sibyl System อันเป็นเสมือนกฎระเบียบที่แนะนำมากยิ่งกว่าความเป็นห ลักระบบประชาธิปไตยจนถึงเกินความจำเป็นกลับได้สร้างค วามนึกคิดต่างที่ยากเกินกว่าการยินยอมยอมรับได้ นี่ก็เลยไม่ต่างจากข้อบังคับที่ชี้ให้คนไหนกันเป็นผู ้ใดตายได้อย่างสะดวกสบาย เพราะเหตุว่าเมื่อ ความถูกต้องแน่ใจ ความถูกไม่ถูก รวมทั้งสิทธิความเสมอภาค ได้ถูกพิพากษาจากระดับสีไม่เหมือนกันของสัมประสิทธิ์ อาชญากรรม หรือที่มีชื่อเรียกว่า ไซวัว-พาร์ทก็เลยก่อให้เกิดผลกระทบทำให้ความนึกคิดต่างแปรไ ปสู่แนวความคิดการต้านทานรวมทั้งไปสู่ขั้นตอนทำลายกฎ ระเบียบการปกครอง ที่ได้รอข่มขี่คลุมเหงอปิ้งไม่มีซึ่งความเป็นมนุษย์
