เป็นเวลานานนับสิบๆปีแล้วที่อดีตเจ้าหน้าที่รัฐบาล Raymond “Red” Reddington(James Spader) ต้องกลายเป็นผู้หลบหนีที่ FBI ต้องการตัวมากที่สุดในฐานะผู้ประสานงานอยู่เบื้องหลั งองค์กรอาชญากรรมทั่วโลก จู่ๆ Red ก็เดินเข้ามามอบตัวที่สำนักงานใหญ่ของ FBI โดยยื่นข้อเสนอว่า เขาจะให้ความร่วมมือกับ FBI อย่างเต็มที่ในการติดตามจับกุมตัวผู้ก่อการร้ายสุดแส นอันตรายที่ชื่อ Ranko Zamani โดยมีเงื่อนไขว่า เขาจะยอมพูดคุยกับเจ้าหน้าที่ FBI Elizabeth “Liz” Keen ผู้เชี่ยวชาญด้านการทำโครงสร้างอาชญากรที่เพิ่งเรียน จบมาใหม่ๆจากควอนติโกเพียงคนเดียวเท่านั้น

FBI ตกลงตามนั้น Liz จึงถูกตามตัวให้มาทำหน้าที่เป็นผู้ประสานงานกับ Red และเมื่อองค์กรของ Ranko Zamani ถูกทำลายลงด้วยข้อมูลจาก Red เขาจึงยอมเปิดเผยว่า ที่จริงแล้ว Zamani เป็นเพียงคนแรกในรายชื่อเท่านั้น ยังมีบุคคลชั่วร้ายอีกมากมายที่ Red รู้จักตลอดช่วง 2 ทศวรรษที่ผ่านมาที่เขาเข้าไปยุ่งเกี่ยวกับโลกของอาชญ ากร บางคนเป็นคนที่ FBI ไม่ทราบเบื้องหลังอันเลวร้ายของเขาเลยด้วยซ้ำ และ Red ยินดีจะให้ข้อมูลรายชื่อเหล่านั้นกับ FBI ทีละคน ทีละคน รายชื่อที่ Red เรียกว่า “The Blacklist” เพียงแต่ Liz จะต้องรับหน้าที่เป็นคนประสานงานกับเขาเพียงคนเดียวเ ท่านั้น Red มีมูลเหตุจูงใจอะไรอยู่เบื้องหลังเรื่องนี้หรือไม่ ทำไมต้องเจาะจงให้ Liz เป็นผู้ประสานงานกับเขา ทั้งๆที่ Liz ไม่มีอะไรเกี่ยวข้องกับ Red มาก่อนเลยทั้งสิ้น หรือว่า Liz เองก็มีความลับส่วนตัวบางอย่างอยู่ในมือของ Red ด้วยกันแน่
