เรื่องราวในภาพยนตร์เกิดขึ้นในปี 2116 เมื่อกลุ่มประเทศสหภาพเอเชียตะวันออกเฉียงใต้ หรือ SEAUn เริ่มรับเอาระบบซีบิลจากญี่ปุ่นเข้าไปใช้ในการปกครอง โดยเริ่มทดลองใช้ในส่วนของเมืองหลวงลอยน้ำ ชื่อ “ชัมบาลาโฟลต” สวนสวรรค์ซึ่งอนุญาตให้เฉพาะผู้มีค่าไซโคพาสดีอยู่อา ศัยอย่างสุขสบาย ด้านประเทศญี่ปุ่นในขณะนั้น หน่วยสืบสวนอาชญากรรมก็สามารถจับกุมกลุ่มผู้ก่อการร้ ายข้ามชาติได้ขณะกำลังพยายามหลบหนี โดยภาพที่ได้จากความทรงจำของหนึ่งในผู้ก่อการร้าย มีความคล้ายคลึงกับอดีตเจ้าหน้าปฏิบัติการแห่งหน่วยส ืบสวนอาชญากรรม แผนกที่ 1 กรมรักษาความสงบ กระทรวงสาธารณสุข “โคงามิ ชินยะ” ซึ่งหายตัวไป เจ้าหน้าที่สังเกตการณ์ “สึเนโมริ อาคาเนะ” จึงอาสาเดินทางไปยังชัมบาลาโฟลต เพื่อสืบสวนเรื่องดังกล่าว
