Windows PE หรือชื่อเต็มว่า Windows Preinstalled Environment หมายถึงแผ่น boot ของ Windows ที่สามารถ boot ได้จากแผ่น CD/DVD ปกติเราไม่สามารถ boot ด้วยแผ่น CD/DVD และมีหน้าตาเป็น Windows ได้ แผ่น Windows PE นี้จะแจกให้กับองค์กรขนาดใหญ่เท่านั้น เพื่อใช้สำหรับแก้ไขปัญหาเวลา Windows ล่ม หรือไม่สามารถใช้งานได้

โปรแกรมที่ใช้สำหรับการสร้างแผ่น boot CD/DVD เพื่อใช้สำหรับการแก้ไขปัญหา Windows ล่ม เช่นเดียวกับ Windows PE แต่คนละเจ้ากัน หน้าตาจะคล้ายๆ กับ Windows XP แต่จะจำกัดการทำงานค่อนข้างมาก เนื่องจากเป็นการรันโปรแกรมด้วยแผ่น CD/DVD แทนฮาร์ดดิสก์
