เรื่องย่อ
ย่านที่อยู่อาศัยต่าง ๆ ในกรุงปารีส ในปี 2013 นั้น ต่างถูกห้อมล้อมด้วยกำแพงที่มีไว้เพื่อกักบริเวณประช าชน ที่นั่นไม่มีสิทธิ ไม่มีกฎหมาย ไม่มีขื่อไม่มีแป แก๊งค์ต่าง ๆ ผลัดกันขึ้นมา
มีอำนาจในบ้านเมือง และใครก็ตามที่หากไม่ตายไปเสียก่อน ก็จะได้นั่งเฝ้ารอวันเวลาที่จะหวนกลับมาสู่อำนาจนั้น อีกรั้ง ดาเมียน อดีตนายตำรวจมือหนึ่งผู้เชี่ยวชาญศิลปะการต่อสู้ ได้รับ
มอบหมายภารกิจระห่ำเลือดเดือดโดยรัฐบาลให้แซกซึมเป็น สายลับเพื่อสืบหา ระเบิดสังหารอานุภาพร้ายแรงที่ถูกโจรกรรมไปโดยแก๊งค์ ทมิฬประจำเขต 13 และการเสี่ยงภัยครั้งนี้ก็ได้

B13-U: Ultimatum 2009 (คู่ขบถ คนอันตราย 2)

หลังจากเหตุการณ์เมื่อ 2-3 ปีที่แล้ว ทางการพยายามทำให้เขต 13 ของปารีสกลับมาอยู่ในความสงบของกฎหมาย แต่การเสียชีวิตของหัวหน้าใหญ่ของถิ่นอย่าง ทาฮา เบมามัด ทำให้
เกิดภาวะสูญญากาศทางอำนาจ หัวหน้ากลุ่มย่อยๆ ทั้ง 5 กลุ่มจึงแก่งแย่งช่วงชิงตำแหน่งดังกล่าวกัน คนในพื้นที่ถูกแบ่งแยกอย่างชัดเจนตามเชื้อชาติเผ่าพั นธุ์ เช่น อราบิก เอเชียน คอเค
เซียน และแอฟริกัน นายตำรวจคนหนึ่งถูกสังหารในสถานที่ดังกล่าว ตำรวจชุดหนึ่งจึงต้องเข้าไปทำงานที่นั่น และหัวหน้าตำรวจ (แดเนียล ดูวาล) ใช้โอกาสนี้พยายามเกลี้ยกล่อมให้ท่าน
ประธานาธิบดี (ฟิลิปป์ ตอร์เรตง) มอบอำนาจให้ตำรวจเข้าไปกวาดล้างจัดการพื้นที่แห่งนี้ ให้สงบเรียบร้อย ผลก็คือ นายตำรวจจอมบู๊เจ้าเก่า 2 นาย ดาเมียง (ซีริล ราฟฟาเอลลี) และ
เลโต (เดวิด แบลล์) ได้กลับไปยังพื้นที่เสื่อมโทรมของปารีสแห่งนี้อีกครั ้ง เพื่อปฏิบัติภารกิจต่อกรกับอำนาจท้องถิ่น และสลายความขัดแย้งทั้งหมดให้ได้ ก่อนที่หน่วยลับของปารีสจะตัดสินใจใช้มาตรการขั้นรุน แรงในการแก้ไขปัญหา
