เมืองบอสตัน ต้นทศวรรษที่ 90 มีการเหยียดผิว อาชญากรรม การใช้อำนาจบาตรใหญ่ของตำรวจ และระบบยุติธรรมที่ล้มเหลว “ดีคอร์ซี่ วอร์ด” ผู้ช่วยอัยการที่มีอุดมการณ์ เขาต้องการที่จะถอนรากถอนโคนล้มล้างระบบยุติธรรมที่ฟ อนแฟะ และเอาผิดตำรวจที่กระทำผิด จึงทำให้เหล่าตำรวจเกลียดขี้หน้า เขาจึงแสวงหาความร่วมมือกับ “แจ็คกี้ โรห์” เอฟบีไอมือดี แต่ก็มีความด่างพร้อย และทำงานแบบไม่ขาวสะอาด ถึงแม้ว่าทั้งคู่จะไม่ถูกกัน และเรื่องราวที่เขาปกปิดไว้อาจย้อนกลับมาทำร้ายพวกเข า แต่เพื่อเริ่มต้นการชำระล้างเมืองนี้ เขาจึงต้องร่วมมือกัน
